STANDARD REGULATIONS FOR THE INTERNET SERVICE IN TRENTINO LIBRARIES

Regulations for the Internet service in the library of …………..

 

1. Objectives of the service

1.1 The Trentino library system recognises the usefulness of electronic information in satisfying the informational and educational requirements of the community.

1.2 The library in ………., thanks to its participation in the provincial project “Internet in the library” offers its users free access to Internet as a further informational tool, over and beyond traditional sources.

1.3 Internet is a resource which must be used in the library in accordance with the functions and fundamental objectives of the library itself, as determined by library regulations: thus Internet in the library is intended to be used primarily as a source of information for research, study and documentation.

2. Quality of the information

2.1 The responsibility for the information present on the Internet lies with the individual producers: the user must evaluate critically the quality of the information supplied.

2.2 The library does not control the resources on the network, nor does it have full knowledge of what the Internet may make available to the public at any time; hence the library is not responsible for the content offered.

3. Methods of access to the service

3.1 Access to the Internet service is only allowed to users who have registered, having completed the special registration slip and viewed these Regulations.

3.2 The use of the Internet is normally permitted to no more than two persons per station at the same time.

3.3 It is necessary to book to make use of the Internet service.

3.4 Normally each user may use the Internet for not more than one hour a day and for a maximum of 3 hours a week. If the user does not appear within 15 mins. of the time booked, the station will be considered free. Recovery of time lost is not foreseen. In the event of technical problems which prevent or limit the use of the Internet, recovery of the time not used is likewise not foreseen.

3.5 Each Internet user is required to sign the special library register documenting the date, time and workstation used for every session.

3.6 Access to the Internet is free.

4. Assistance

4.1 The library staff guarantee basic assistance to users, in so far as this is compatible with the other requirements of their job.

4.2 Assisted navigation is foreseen on ………from …… to …….In order to encourage autonomy in the use of the Internet the library organises basic courses for its users.

5. Services available to the public

5.1 The following services are available:

- consultation of WWW,Telnet;
- downloading of data;
- printing;
- electronic mail with providers of free E-mail
- participation in mailing lists and newsgroups.

5.2 The downloading of data may only take place onto diskettes supplied by the library. Once these have left the library they may no longer be used on library equipment.

5.3 The librarian, for service reasons, may not permit operations for the downloading of data or printing which extend beyond the time booked for the consultation period.

5.4 The use of electronic mail must conform with the objectives of Internet in the library, as specified in art.1 of these regulations.

6. Services not available to the public

- electronic mail accounts;
- uploading of files;
- instant messaging and chat lines (IRC);
- virtual telephone calls.

7. 7. Responsibilities and obligations of the user

7.1 The Internet may not be used for purposes forbidden by existing legislation.

7.2 The user is held responsible, under the civil and penal code, in accordance with existing laws, for the use made of the Internet service. The library reserves the right to report the user to the competent authorities for any illicit or illegal activities undertaken. The user is required to reimburse any damage caused to the equipment, software or configuration.

7.3 The user is responsible for violation of protected sites, of copyright and licences for use.

7.4 It is forbidden to alter data issued or to carry out operations which influence or compromise the regular operation of the network, or which restrict its use and performance for other users.

7.5 It is forbidden to alter, remove or damage the configuration of the software and hardware of the computers belonging to the library. The installation of software on the library computers, whether downloaded from the network or on other media, is only permitted if this is intended to extend the native functioning of the browser (plug-in etc.) and may only take place with the authorisation of the librarian.

8. Penalties

Violation of the obligations of these regulation may lead to:

a) interruption of the session;
b) suspension or exclusion of access to the service;
c) reporting to the authorities

9. Users under the age of 18

9.1 The enrolment of users under the age of 18 must be signed by a parent (or legal guardian), who has viewed these regulations and the recommendations for the security of children on the network.

9.2 The library staff are not required to supervise the use of the Internet by users under the age of 18. This is the responsibility of the parents or legal guardian.
